Position Purpose:

  • Responsible for research, design, development and implementation of various talent management procedures, guidelines and interventions across TNPA in relation to Talent Management Strategy and Methodology.
  • To co-ordinate registered activities for all Talent Management Programmes within TNPA, to ensure their objectives are achieved in line with programme timelines and budget constraints. Report on the implementation standardized Talent Management projects and initiatives aligned to the People Management strategy.
  • To implement, establish & manage the TNPA Assessment Centre. This also includes the process and related activities as well as the analysis and employee testing data. Manage day to day implementation of the assessment throughout the Port System for the purpose of recruitment, selection and development of human capital.
  • Maintain the Assessment Services in all Ports and business units within established guidelines and standards. To provide THPA with integrated processes, systems and support so that clients have the necessary information to employ, develop and manage staff within their area of responsibility. To provide leadership with the best practices, research, support/ or training.

Position outputs:

Talent Management

  • Provide input into the development of talent management strategy, methodologies, and other related policies, and enabling systems.
  • Research, develop and implement sound Talent Management methodologies and practices that meet organisational needs and that will support the achievement of TNPA’s Operating Model’s business targets and objectives at all levels. Develop processes and standard operating procedures as well as initiatives to ensure aspirations on talent management in line with the talent management strategies are met.
  • Implement talent management interventions across TNPA, which include succession planning, career paths, critical workforce segments. Manage the project life cycle for all integrated talent management initiatives.
  • In collaboration with the Senior Manager, facilitate Value Proposition Programmes, including Top Employer, etc. Develop and enable capability and capacity across TNPA to enable Ports and Business Units to manage Talent improvement plans.
  • Provide inputs to Talent Competency development framework processes.
  • Provide programme co-ordination and content management as well as support programme execution of Talent Management Programmes, processes, systems tools and best practice across the talent life cycle.
  • Provide administrative and technical support to TNPA Talent Management on the implementation and monitoring of Talent Programmes and Initiatives. Manage and provide logistical support for talent initiatives. Take minutes, record meetings and follow up on action items. Coordinate and consolidate departmental reports (Weekly, Monthly, Quarterly and Annually)
  • Manage and maintain risk register
  • Manage the talent management enabling system to ensure efficient talent administration support for TNPA Talent Managers
  • Monitor and report on the implementation and effectiveness of the TNPA’s talent management and development processes across the Port System (Process Adherence Audits).
  • Coordinate effective governance in the application of key talent practices across the Port System.
  • Maintain a database of talent information and use information in coordination with management team on talent development, retention, talent management, strategic workforce planning and performance management
  • Coordinate and manage the service provider contract and costs management. Assessments
  • Establish a fully functional Assessment and Development Centre within TNPA.
  • Provide input in designing the TNPA Assessment Model in compliance to relevant regulation and legislation
  • Design and implement customised talent assessment processes, batteries and practices that meet the talent needs of businesses in line with Transnet's strategy and TNPA’s Operating Model. Evaluate the suitability of available assessment services and offerings to address business-specific needs.
  • Identify, mitigate and manage operational risks as well as possible gaps in product offerings and recommend solutions.
  • Initiate and manage projects to deliver on operational efficiencies and business needs and strategies. Oversee operational assessment projects across TNPA to ensure efficient delivery according to the Service Level Agreement (SLA).
  • Source and identify relevant assessment tools to assess skills, abilities and interests for the purpose of employee selection, placement, promotion and development. Participate in assessment tender briefing and technical evaluations. Contract and vendor management.
  • Design, map and manage the full spectrum of assessment process including scoring, interpreting and reporting
  • Administer standardized assessments for recruitment, progression and development purposes for all levels within the organisation.
  • Compile feedback reports after assessments and give feedback to relevant stakeholders.
  • Identify development gaps for new and existing employees and identify training/development interventions in partnership with learning and development departments such as Capacity Building and Learning Academy.
  • Provide mentoring and coaching to employees and input into the career development process.
  • Facilitate leadership development and team interventions.
  • Lead assessment engagements at various Talent Management forums to ensure alignment across all Ports.
  • Conduct data analytics, research and benchmarking.
  • Lead, facilitate and manage the competency profiling framework, continuously review and update frameworks.
  • Conduct skills audits as per business requirements.
  • Compile and quality check competency-based interview guides.
  • Participate in meetings and workshops for the purpose of continuous improvement required to efficiently perform duties.
  • Maintain and manage a document management system to ensure the storing of data in a professional and confidential manner according to the relevant legislative regulations.
  • Stay abreast and comply with laws, rules, regulations, standards, technologies and emerging trends in area of speciality.
  • Ensure compliance with the CPD (Continuing Professional Development) units’ portfolio according to (HPCSA) Health Professions Council of South Africa.
  • Conduct OD specific training needs and analysis by designing and implementing training interventions and strategies.

Qualifications & Experience:

  • Minimum Honours degree in Human Resource Management / Organizational Development/ Social Sciences/Psychology/or relevant field
  • At least 5 years’ experience in People Management with at least 2 years is on Talent Management Specialist role, which 2 years must have been in a management level.
  • Demonstrate experience in managing the following:
  • Talent Reviews
  • Succession Planning
  • Succession Programmes
  • Talent management Systems
  • Assessment Centre management
  • Assessment Interpretation & Analysis
  • Registration with HPCSA as an Industrial Psychologist/ Psychometrist.
  • Accreditation in various assessment tools
  • Experience in Talent data analytics is required
  • Effective communication across all levels of the organisation is required
  • Experience in SLA and Contract Administration.
  • Requirement of Trust and Honesty in the Handling of Finances as per the National Credit Amendment 19

Standard Job Requirements:

  • Valid driver’s license
  • Travel locally, nationally and internationally if and when required by the business

Competencies:

Knowledge:

  • In-depth knowledge of Human Resource theory and practice.
  • Broad knowledge of talent management, psychometric assessments, performance management, remuneration and benefits, industrial relations, learning and development, and integrated Generalist Human Resource practices.
  • Relevant and applicable legislation (i.e. Labour Relations Act, Basic Conditions of Employment Act, Skills Development, Employment Equity Act, National Credit Act, POPIA etc.)
  • Sound knowledge of, and insight into data analysis
  • Knowledge of Talent Management tools, systems and methodologies
  • HR policies, processes and procedures
  • Exposure in managing projects
  • HR systems e.g. SAP
  • Basic SAP knowledge PA, PD, OM modules
  • Computer literacy
  • MS Office (all)
  • Knowledge of principles and procedures for personnel recruitment, selection, training and promotions.
