Position Purpose:
Collect and collate Spatial Planning and Land Use data.
- Collect and collate land use and planning data such as spatial development plans, zoning, environmental and so forth.
- Implement data backup and archive process for tracing past and future developments.
Liaising between Transnet and the municipalities regarding spatial planning issues on expansion projects.
- Liaise with the municipality and other state organs about planning policies that affect Transnet projects.
- Create and maintain Spatial Planning awareness within Transnet.

Implementation of Spatial Planning in Transnet
- Spatial presentation of Transnet land use and zoning information.
- Spatial presentation of municipal land use and zoning information.
- Capture information about land use planning schemes and Spatial Development Frameworks of location where Transnet precincts are located to enhance planning for future.
- Facilitate the rezoning process of Transnet land by publishing town planning and land zoning documents on the GIS website.
GIS & Spatial Planning projects engagement
- Management of project resources and ensure execution of tasks.
- Project risk management and reporting.
- Provide with maps and plans for MDS and NMPPP projects.
SPLUMA implementation in Transnet Projects
- Promote consideration of the SPLUMA in projects,
- Advise Transnet during expansion projects about spatial planning regulations to consider in relation to:
- Zoning
- Township establishment procedures
- Land use and planning
- Integration of Transnet future development into the published Spatial Development Frameworks.
- Review gazettes related to Spatial Planning and Land Use.
- Coordinate Spatial Planning and Land Use related projects.
Support the development of GIS and Spatial guidelines, policies, standards, processes and procedures
- Review and provide input for GIS and Spatial Planning legislative guidelines, policies, governance and compliance framework documents
- Review, assess and provide input for GIS and Spatial Planning operational guidelines, standards, processes and procedures documents.
- To develop and implement solutions to control risks and constraints.
- Facilitate change management processes in GIS and Spatial Planning data publishing process.

Monitor Space Planning work
- Monitor space planning projects and ad hoc requests.
- Implement job tracking process.
- Monitor progress on Space Planning ad hoc requests and projects.
Position outputs:

Monitor Space Planning work
- Space planning projects and ad hoc jobs executed efficiently.
Qualifications & Experience:
- The minimum qualification required is a three year Degree or Diploma, preferably honours degree in Geomatics and/or Town
and Regional Planning, - At least 5 years’ experience in a position relating to town planning, space planning, GIS, database development and administration, data analysis, manipulation.
- 3 years’ experience in project management
- Experience in town planning processes and negotiations.
- Knowledge of town planning rules and regulations, public policy and legal frameworks.
- Maintenance and publishing of GIS map services.
- Registration with the South African Geomatics Council as a Geographical Information Science (GISc) Technologist and/or registration with The South African Council for Planners as a Planner.

Competencies:
- Strong report-writing, communication and organisational skills for effective liaison with colleagues, developers, architects and
possibly members of the public; - Creative thinking, problem-solving and analytical skills to come up with imaginative solutions to planning problems.
- The use of GIS application,
- Knowledge of data publishing and publishing techniques
- Spatial data manipulation and analysis
- Image processing
- Literacy in Microsoft Windows based programs
- ArcGIS, AutoCAD Map, MS Project, Image processing, SQL database.
- Java, C#, Python, Javascript, .NET are an added advantage.
- Sound knowledge of policies and regulations on architecture or landscape, architecture/design, ecology and environment; politics, government or public administration; transportation and built environment.
- GIS application and spatial data analysis
- Sound knowledge of mapping techniques
- Knowledge and skill in the operation of GIS equipment, including computer hardware, plotter/printer setup, GP
- Image processing knowledge, particularly with regard to aerial photography.
