Position Purpose
To assure and deliver all Cost Control functions and responsibilities across all projects in the designated region, in accordance with best practice standards, corporate governances, policies, processes, systems and controls implemented within Transnet Group and TPL, across the full project life cycle from inception through to completion.
The Senior Cost Controller will provide guidance to the cost controllers within the Project management office and on all projects to ensure that the team functions and delivers projects to the Project Managers, Portfolio Managers and the Project Directors, in line with expectations.

The Senior Cost Controller will act as the key with day-to-day client and key stakeholder interface, ensuring that the sponsor and project objectives are achieved through the delivery of a value-added end to end cost engineering service on all projects. The Senior Cost Controller will assist and partake in the continuous improvement of best practices and initiatives, as part of the Project Management Office.
Position Outputs
- Provide primary point of contact to the Project Management Office for all matters relating to the full suite of cost engineering services including reporting in support of the work.

- Produce, communicate, and roll out the strategic level cost control approach and objectives, including documentation of best practice cost control procedures that supports the approach, as set out by the Project Management Office
- Ensure best practice cost control principles, systems and toolsets are adopted in support of the commissions based upon shared learning from other commissions and industries, and within the Cost Control team.
- Promote the implementation of the cost control principles through support and training for the project management and operational community as required by each project.
- Accountable for the audit, governance, and assurance of projects on behalf of the Project Management Office
Supports and implements any sponsor specific process as identified by the Project Management Office, and Transnet Group. - Ensures that all work undertaken by the Cost Control Team is executed safely and meets or exceeds safety goals and policies and is in accordance with Transnet Governance
- To provide the communication links to the respective Project Managers, Portfolio Managers and Project Directors, Group and to TPL in respect of all aspects of cost control.
- Provide central co-ordination and decision-making within the region and create project support culture.
- Provide expert cost engineering services to the projects using software approved by TPL.
- Prepare, manage and taking ownership of all aspects of cost control activities on his/her projects, as required at the various stages of the project life-cycle and, analysing and compiling accurate and detailed budget estimates, understanding of the procurement process, tender adjudications, management of cost variances and change control processes, ensuring cost relevant work is managed & prepared effectively, evaluation of contract price adjustment provisions, production of monthly cost reports, cost flow forecasts, deviation reviews, contingency and trend management, value management, risk management, life cycle costing, earned value management, asset capitalisation, review and agree on final accounts with QS.
- Prepare detailed man plans and resource loaded schedules, together with the Planners, and track, monitor and report progress, utilizations, cashflows against schedule etc within the region, programme/projects, including resourcing requirements for new/future projects etc.
- Review reports and information prepared by construction personnel or contractors/suppliers in accordance with project requirements, and identify cost variances, changes, risks, opportunities and red flags
- Regular interaction with clients and key stakeholders to ensure a professional service is delivered.
- Comply with all requirements of the Project Execution Plans (PEP), Project Controls Plans (PCP) and the Project Lifecycle Plan (PLP).

- Keep abreast of industry norms and changes within the Cost Control field and implement changes within TPL.
Qualifications and Experience
- The incumbent is required to have a minimum three-year tertiary qualification or relevant National Diploma or Bachelors Degree in Finance, Quantity Surveying, or Construction
- A minimum of 8 years experience in Cost Control / Cost Engineering in a multidiscipline and infrastructure project environment.
- Professional registration is not compulsory but will be an advantage.
- Driver’s license code 08
- Travel as required and approved.

Competencies
- Extensive knowledge in all aspects of Cost Control throughout the project lifecycle process.
- Preparation of estimates and cost plans and cashflows forming the basis of project budgets.
- Relevant cost control software experience.
- Good knowledge of the construction industry’s current market cost norms.
- Sound technical knowledge and Cost Engineering principles
- Good knowledge of project management principles.
- Good knowledge of risk management principles.
- Understanding of schedule / planning management and control.
- Preferred – technical overview of work methods and techniques.
- Understanding of procurement, contracts, estimating, planning, scheduling, and engineering process and procedures.
- Previous experience or knowledge of NEC contracts.
- Previous experience in rail, ports, pipeline projects would be an advantage.
