Main purpose

Asset Management leads the development and implementation of asset management strategies supported by high quality asset management policies, systems and practices to achieve optimal return on investment and effective deployment of the DFA’s property, infrastructure and/or equipment portfolio:

Develop and implement the DFA's asset management plans and strategy, communicate expectations and obligations through Senior Executives and managers, and monitor and report on performance to optimise the value of the asset portfolio

Lead implementation of asset management and maintenance programmes, providing professional oversight to Asset Management Team activities to protect the DFA's investment and financial interests

Determine, in collaboration with Treasury, appropriate frameworks, processes and standards to be applied to the acquisition and disposal of assets, ensuring compliance with sound and agreed financial, legal and commercial principles

Provide strategic advice to the Executive Team to support the implementation of and adherence to effective asset management principles across the organisation

Develop financial models, perform financial analyses and asset management analyses, and recommend appropriate strategies and capital requirements for major freehold and leasehold assets

Develop recommendations related to portfolio profile, deployment and redeployment, acquisition, disposal or retirement of specific major assets.

ACCOUNTABILITIES & RESPONSIBILITIES (KEY PERFORMANCE AREAS & TASKS)

Fixed Assets

  • Capex budget allocation and Budget forecasting
  • Project management
  • Project accounting and completion tracking.
  • Analyzing business processes and control systems
  • Pricing in collaboration with sales and solution architects.
  • Managing all costing and system processes to ensure that all costs are correctly allocated
  • Management reporting
  • Evaluation of Capex requests for profitability.
  • Useful life assessments and adjustments of depreciation rates
  • Evaluating business cases and Capex requests for Profitability using NPV, IRR, ROCE and payback.
  • Disposals of assets
  • Updates of fixed assets register for additions transfers and disposals.
  • Preparation of month end movement schedules for income statement and balance sheet
  • Updates of fixed assets policy were necessary
  • Depreciation monthly run and posting monthly Journals.
  • Variance Analysis and reporting
  • Monitoring of capex projects and capitalization thereof.
  • Monthly reporting on the asset base.
  • Development and implementation of an asset management strategy for both Tangible and Intangible assets
  • Development of acquisition plan in relation to Assets Management
  • Maintenance and monitoring asset register
  • Management of budget allocation and operational planning from assets and facilities management
  • Development and implementation of systems that support budget planning, risks and assets management
  • Liaison with both internal and external auditors
  • Enhance human capacity within asset and facilities management
  • To ensure proper assets management in the organisation and compliance with statutes and acts
  • Ensuring that all goods and services are procured in accordance with the provision of Supply Chain Management
  • Performing secretariat duties for the departmental asset disposal committee

 Inventory

  • Developing inventory analysis reports and analyzing variances
  • Assisting in the improvement in internal controls related to inventory
  • Verifying accurate standard costs
  • Monitoring inventory transactions
  • Reconciling inventory accounts to the general ledger
  • Preparing monthly journal entries as needed
  • Special projects as required
  • Ensure counts are done accurately
  • Conduct spot checks to confirm accuracy of count
  • Ensure stock take procedures are followed
  • Ensure stock count targets are met
  • Resolve all count issues i.e. new SKU's, identification of products, warehouse adjustments
  • Manage locked inventory and locked bins
  • Ensure that all ad hoc count projects are completed to specific requirements and within the standard operating procedures of stock count processes
  • Investigate all stock count variances

Approvals

  • Approve all Purchase Orders
  • Follow up on approvals e.g. approval by various managers (or reasons why approval by the manager if budget exceeded)

Budget Management

  • Timely and accurate budgeting and cash flow forecasting.
  • Relevant procedures developed, implemented and enforced
  • Prepare annual budget and produce cash flow forecasts and variances against budget projections, to assist decision making.

Financial Statements

  • All procedures adhered to such as accurate and timely capturing and reconciling of balance sheet items.
  • Financial reports and supporting documents submitted timeously.
  • Procedures followed such as making accruals and adjustments as needed.
  • Financial reports checked against budgets
  • Prepare monthly, quarterly and annual financial reports and supporting working papers
  • Review and analyse monthly results to ensure accuracy of financial statements, making accruals and adjustments as needed
  • Prepare actuals vs budgets and check budgets overs and unders, funds availability, remaining amounts etc.
  • Process and reconcile balance sheet items – Cash and cash equivalents, and asset classes
     

Requirements

Knowledge, skills, and qualifications

  • Chartered Accountant
  • At least 3 years’ experience in finance
  • Ability to communicate at Executive level
  • Proficient in MS Word, MS Excel, MS PowerPoint and MS Outlook
  • Excellent verbal and written communication skills
  • Excellent presentation skills
  • Ability to work independently and in a team context
  • An understanding of BEE finance
  • Skilled in financial modelling
  • Strong leadership skills
  • Strong problem-solving skills
  • Strong negotiation skills and conflict management skills
