The purpose of this position is to drive implementation of the sourcing strategy to achieve and exceed agreed service levels for procurement of goods and services, compile procurement plans and formulate strategy and tactics to ensure successful implementation and to support continuous improvement methodologies by seeking out efficient business solutions to improve processes in support of overall business strategy.
Position outputs:
Sourcing Strategy:
- Drive implementation of the sourcing strategy to achieve and exceed agreed SLA's for procurement of goods and services
- Compile procurement plans and formulate strategy and tactics to ensure successful implementation
- Monitor implementation of the procurement plans.
- Gather market intelligence to inform the procurement strategies.
- Supports continuous improvement by efficient business solutions to improve processes in support of overall business strategy
- Identify potential bottlenecks in service delivery and formulate plans to manage potential crisis
- Leverage the Transnet Procurement network to optimize supplies
- Take responsibility, ensure that OD needs relating to material cost, warranty, inventory, packaging and delivery performance are met.
- Utilize appropriate tools and techniques effectively to ensure that Procurement delivers its cost and performance requirements, e.g. transversal contracts, cost improvements, Value Engineering, Value Stream Mapping

Strategic Sourcing Centre of Excellence
- Assists the Strategic Sourcing Manager in:
- Improve Systems and Procedures operational efficiencies to ensure sourcing optimization and efficiencies are improved
- Data-analysis and interpretation, comparative studies and dashboard creation
- Develop and maintain benefits tracking models in support of client commercial agreements
- Identify, shape and drive continuous improvement initiatives
- Track and report tactical sourcing performance metrics
- Identify, shape and drive continuous improvement initiatives including local procurement and B-BBEE objectives.
Sourcing Products and Services:
- Identify and develop reliable alternative sources of supply and products
- Ensure that all goods and services are procured within targeted costs and achieve cost improvements.
Supplier Management:
- Structure and maintain supplier relationships in line with the policies and procedures
- Support long-term supplier relationship development by conducting regular performance reviews
- Involve Commodity Managers/Buyers when there are problems with Supplier performance
- Ensure implementation of supplier risk management.
- Manages interactions with key suppliers and resolve disputes surrounding operational issues such as ordering, delivery times and invoice payment Negotiate suitable supply contracts from local and overseas markets
- Develop negotiations strategies.
- Negotiates and confirms service levels and KPI's with customers
- Negotiating favourable terms and contracts for the procurement of good, services and supplies
- Negotiating contracts and relationships with vendors (Legal and contractual compliance)
Targets and Measurements
- Drive implementation of cost reduction initiatives with procurement and commodity management teams
- Achieve transformation targets within procurement function
- Implementing policies and metrics to ensure that savings goals are realised
- Monitors adherence to Safety, Health and Environment programme goals and objectives
- Conduct supplier business review meetings and assist with supplier assessment in conjunction with the Supplier Approval Process
Manage strategic initiatives:
- Contributes to the delivery of the Strategic Sourcing CoE;

Knowledge Transfer
- Conduct training and awareness sessions in all applicable internal and external policies that impact on business
Develop negotiations strategies.
- Negotiates and confirms service levels and KPI's with customers
- Negotiating favourable terms and contracts for the procurement of good, services and supplies
- Negotiating and managing contracts and relationships with vendors (Legal and contractual compliance)
Team Management
- Close collaboration with the commodity managers and buyers including Tactical Sourcing and Tactical Support staff.
- Manage direct reports effectively to maintain efficiencies and good morale.
Qualifications & Experience:
- National Diploma in Supply Chain Management or equivalent related qualification
- Minimum 8 years' experience in Supply Chain Management of which at least 3 years at managerial level
- A minimum of 3 years sourcing experience in the built industry.
- PFMA and public sector Procurement experience
- MCIPS certification and CIPS membership advantageous
Standard Job Requirements
- Driver’s license code 08
- Travel as required and approved
