Position Purpose:

  • Ensure that information and communications technology (ICT) is a strategic enabler for Transnet Freight Rail (TFR) by creating business value through technology, and by delivering relevant, cost effective and innovative Information and Technology solutions that support and facilitate the achievement of Transnet’s business strategy.
  • Lead the development of an Information and Technology Management strategy, plan and budget for all the areas of the business.
  • Drive an investment strategy in technology for the optimal use, security and high performance of the rail network and locomotives.
  • Provide an Information & Technology ecosystem that ensures that every employee has access to tools, data and software in executing their duties.
  • Manage and review commercial contracts with the service providers of hardware,software and systems.
  • Ensure continuous review of IP, licences and copyrights of the IT systems are preserved and optimally utilized.
  • Champion and lead a culture change throughout TFR away from unsecured storage of information.
  • Drive and lead the process of investing and retention of Information and Technology skills.

  • Develop and implement an ICT strategy aligned towards the achievement of the TFR business objectives.
  • Ensure the ICT Architecture / landscape is conducive for the implementation of ICT solutions.
  • Responsible for selection, acquisition, development, installation,and maintenance of TFR ICT infrastructure.
  • Manage and proactively mitigate ICT related risk.
  • Develop an information and communication governance framework.
  • Manage the timeous provision of current ICT infrastructure.
  • Ensure effectiveness of project management aligned to Transnet Group ICT/EIMS, governance, training and tools.
  • Prepare, monitor and control the ICT annual budget to ensure expenditure is in line with Transnet's financial requirements and facilitates the achievement of the TFR ICT strategy.
  • Define, negotiate and manage agreements and contracts with external vendors / suppliers in line with Transnet's procurement policies, ensuring optimal value and protection of TFR's interests.
  • Analyse Transnet Group ICT strategic plans and ensure alignment with the TFR ICT Strategy.
  • Ensure provision of Life Cycle Management for all IT assets including applications, software, licenses and periphery devices.
  • Oversee ICT activities and initiatives associated with technology and solutions research.
  • Ensure that dashboards and reports that provide on-going tracking of service levels are available and maintained with accurate data.
  • Ensure that human resources needed to efficiently achieve goals and targets is available: drive capability development initiatives for direct reports and other functional managers; agree and monitor skills development plans for direct reports and other functional managers; drive the values and behaviours required to create a positive and motivational culture.
  • Implement corporate governance procedures, risk management and internal controls in support of the Transnet Control Framework and Industry best practices.
  • Ensure business support systems capability is aligned with Architecture plans and improvements initiatives from both TE ICT and Transnet Group ICT.
  • Ensure provision of ICT Service Delivery in relation to Systems support, integrated ICT Solutions, Innovation and recovery projects.
  • Ensures that TFR remains current in terms of new technologies and platforms, and identify emerging technologies to be assimilated, integrated and adopted within the enterprise to ensure IT capabilities respond to the enterprise's strategic and growth objectives.
  • Serve on enterprise planning and policy making committees to drive the development of enterprise technology standards, governance processes and performance metrics to ensure IT delivers value to the enterprise.

Technology Management:

  • Develop and implement a Technology Management strategy aligned towards the achievement of TFR's business and operational objectives.
  • Communicate the technology strategy to partners, investors and stakeholders.
  • Drive the planning, directing and execution of initiatives focused on the implementation of new technology or new solutions.
  • Negotiate technology solution contracts.
  • Develop a Technology governance framework.
  • Ensure alignment with the National Railway Safety Regulator for the introduction of new technologies.
  • Implement mechanisms to manage and ensure compliance of technology audits.
  • Incorporate methodologies that support continuous improvement and agile adjustments to technology for stakeholders.
  • Lead and manage the change of business process improvements through the implementation of new technology.
  • Anticipate trends in the market with regards to technology, ensuring business navigates these trends through expert guidance and proper strategic IT planning.

Qualifications & Experience:

  • B Degree in Information Technology, Computer Science or related field of study.
  • Post-graduate qualification would be an added advantage.
  • Minimum 12 years' experience in ICT of which 5-7 years is in a senior managerial position(s).
  • Experience in leading major Digital Transformation initiatives.
  • Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19.
  • Must undergo Lifestyle Audit.

Standard Requirements:

  • Drivers' license code 8.
  • Travel as required by the business.
